Повод за заканата стана слабото представяне на ГЕРБ на извънредните местни избори в Пазарджик, където формацията се класира шеста.
Разгневен от резултатите и реакциите на други политически сили, Борисов обяви, че е време за „преформатиране на властта“ или за предсрочни избори. Той настоя премиерът Росен Желязков да предприеме промени в управлението, включително и по отношение на председателя на парламента Наталия Киселова, която според него не изпълнява задълженията си сериозно.
