Проф. д-р Виктория Сарафян, зам.- ректор по Научна дейност в МУ, излезе с позиция от името на университета по решението, с което ВАС осъжда висшето учебно заведение. Проф. Сарафян отговори на нашите въпроси, пратени по служебната й електронна поща вчера. Тя не коментира самото осъдително решение на Върховния административен съд, а се спира на въпроса за легитимността на Комисията по допустимост.
МУ-Пловдив повече от 70 години гради авторитет и залага на високо качество в образованието и науката, включително и в изграждането на академични кадри. Запознати сме с решението на ВАС. Комисията, назначена със Заповед № Р- 555/07.04.2015 г., която визирате, е легитимна и в нито един съдебен акт съдът не е постановил решение за нелегитимност. Дори напротив, в мотивите си към горецитираното решение на ВАС, съдът приема следното: „Дори органът на висшето училище да създаде такава комисия за допускане на кандидатите като орган в помощ на научното жури, тя
следва да се ограничи само до формален преглед на изискванията за допустимост на кандидатите, но не и да извършва анализ за изпълнение на условията по чл. 29 от ЗРАСРБ“. Комисията е извършила точно това – формален преглед на документите, три от които не отговарят по съдържание на посочените в Правилника. Ролята на тази комисия е да провери дали документите съответстват на изискванията и да гарантира на научното жури точен пакет от документи. Така се гарантира качествен подбор и се спестява време и средства на университета, заявява проф. Сарафян.
Конкурсът ще продължи от етапа на заседание на комисията за допускане на кандидатите до участие в конкурса. Отново повтаряме, че съдът не е прогласил нелегитимност на комисията, поради което следва, че всички решения за академични длъжности са легитимни, допълва зам.-ректорът. Като смята, че сме отправили некоректни внушения в заглавието и в информацията си. Принципите за оценка на кандидатите са ясно разписани в Правилника на МУ- Пловдив и комисиите по отделните конкурси се придържат стриктно към тях, се казва в позицията й.
Приоритет на университета е развитието на научната дейност и подкрепата на докторантите, което налага високи критерии, към които се придържаме. Критериите за участие в конкурс за заемане на академични длъжности не позволяват толериране на един кандидат за сметка на друг, а предлагат основа за обективна оценки, в случай на коректно подадени документи. Освен това, обръщаме внимание на факта, че добрата практика налага в правилниците и на останалите Медицински университети наличието на такава комисия, която функционира рутинно при всички конкурси.
